Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Security Pledge from Allies

President Zelensky has stated that Ukraine's partners in Europe have failed to provide concrete pledges that they will protect his country in the case of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the long-term".

He added: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if European countries would defend Ukraine.

"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
